On the 1st of July 2019, the Philippine House of Representatives adopted House Bill HB00161 (1-Jul-2019), named “Act defining the rights and fundamental freedoms of human rights defenders, declaring state responsibilities, and instituting effective mechanisms for the protection and promotion of these rights and freedoms”. The bill was supported by many civil society actors, as well as by the UN Special Rapporteur on Human Rights Defenders. Unfortunately, however, it was not accepted by the Senate and therefore not enacted into a law.
